the water cannon idea, in winter, is above all the best.
Pepper slime is one I would do. I'd use it in three ways:
- basic spraying on them
- douse the inside of their vehicles. Every one of these assholes wants to be on video and they roll down their window to do it.
- leave behind stuff like folders (marked ICE - confidential), ammo bags, etc. with exploding pepper slime.
Whatever is going to be done it needs to change the Pavlonian response. Right now these fricks come a running when they locate ICE (or BP). Over the next couple of weeks they need to feel fear anytime they see ICE- on a bag, a nameplate, a windbreaker.

Who is doing that now? Less than lethal.01% of detentions (yes including temporary detention) are of non illegal aliens.

Out maneuver them. Leave a contingent in Minny, and hit them hard in other areas. When they pivot to counter you, move back to minny.
