You know, that is a very interesting question. Before I got my concealed carry permit, I did a lot of research into this. Opinions were varied on the subject.
For some, it depended on the gun you carried. For example, a 1911 in 45ACP holds 9 rounds- 8 in the mag and one in the chamber. Some felt that it was enough. Some carried an extra mag to not feel “outgunned.”
9mms can have capacities of 6 up to 17. While many felt that it didn’t have the “stopping power” of the 45, it made up for it in capacity.
While I don’t want this to turn into a caliber debate, :), all the advice ended up the same way- carry a gun that you are comfortable shooting in a capacity that you feel will get you out of a bad situation.
Then, the Summer of Love happened. The conversation shifted from, can my carry get me away from a bad encounter to can my carry get me away from this angry mob. People started discussing carrying extra magazines, even if they carried a 9mm that held 17 rounds.
Some who didn’t advocate for carrying extra magazines stated that if you hit one or two of the rioters, the rest will scatter, allowing you to escape.
So, in my opinion, he watched too many movies. By carrying those extra magazines, he was primed for a big situation.

He showed up looking for a fight against ICE. He probably fantasized in this mind the gun battle he would have. No one in their right mind would take a gun to a confrontational situation, which is exactly where he knew he was going to that morning. His weapon there to use against ICE.

The guy was identified pretty quickly.
You're saying that before the guy left home, he either took the time to pull his driver's license out of his wallet, or he just left the wallet at home.

The U.S Constitution doesn't ask that question.
Why does any American need more than a couple of guns in their home? You really want to start asking Americans why they need as many guns or ammo as they have?

Well that explains why he thought he could bring a gun to an ICE protest. Cause of death was suicide.
