Exactly. The way he worded that sounds like he is conceding defeat on the vote. While he has it in his power to force it through. And they better force it through.
Yup. It's political theater on his part to make it seem like he's with Trump and conservatives... while he really has no intentions of actually getting it across the finish line. If he did, he'd address the filibuster issue.
