Casually, without doing any research, I would say the "Blade Culture" has been part of the UK for at least 1000+ years.

I’ve posted on here before that they have already done it with butter knives. My wife and I tried to buy cutlery - spoons, forks and butter knives - online for delivery in the UK - no dice. Then we went to a grocery store in England and could not self-checkout because we had butter knives. A store manager had to verify we were old enough. This was about a year ago.
