Are there NATO implications here? The Russian state used a Russian WMD to attack NATO member citizens on NATO member soil.

I'm surprised this isn't getting more press. The British PM said they would consider it an unlawful aggression against U.K. Citizens by the Russian state, provided there was insufficient explanation by Russia.
An attack on one is an attack on all.
This event should be heavily leveraged to force Putin to reconsider before doing anything like this again.

There is no explanation. Chemical agents have fingerprints, once you have a valid sample it goes into the database and it tells you country of manufacture, lab and batch number. They know who made it, where and when.
