I think that is taken out of context by many. He has up to 5 days to review it and decide. He can release it at anytime. The next odd thing is what happens if after 5 days he doesn't get to releasing it? He is not allowed to? Goofy DC rules.

Maybe. But he still hasn’t reviewed it for long considering the SOTU last night. He’s already said he’s 100% releasing it. So, it’s a waiting game at this point.
