I don’t mean literally a state, just mean it will basically be a completely dependent on taxpayer funding for everything. Alberta would be a net positive economically, Greenland probably a welfare state, but less so than Cuba.

You forgot to add great Whitetail deer hunting.
I also would prefer Saskatchewan as they offer more than Cuba. Saskatchewan is know as Canada's bread basket as well as offering great Whitetail deer hunting. The loss of those two providences (oil fields, vast crop land and both are the top two beef grazing land) would cripple Canada.

Alberta is already economically integrated with the U.S., has a population that shares most American cultural values, is physically connected to the U.S. via land and an interstate, extraordinarily rich in mineral and agricultural resources, and English is the primary language there. Albertans enjoy a similar lifestyle to Americans.
Greenland is vast and sparsely populated. It is valued for its location and vast, untapped, but largely inaccessible resources. Its people are largely descended from Indigenous peoples and the Danes.
Cuba is a communist nation where all of their infrastructure is literally in shambles and its people are in abject poverty. Cuba’s only real natural resource is sugarcane. Its people speak Spanish and have no experience with democracy or free enterprise in any real form. Cuba is reliant on imports for most essentials like food and fuel. While Cuba’s location is desirable, and many in Miami seek revenge for the atrocities of the Castro revolution 80 years ago, I fail to see how annexing Cuba could possibly be anything more than a net drain on American taxpayers for decades. The entire Island basically would need to be rebuilt. I would much rather get a friendly government installed there than annex Cuba immediately.
If I had to pick one, give me Alberta. It’s basically American already.
