Not sure who “they” are but it’s sad we can’t trust a damn thing our government tells us these days if that’s who “they” is referring to. I’d also lay even odds “they” put them there or just said that jockeying for some sort of political ends.

It likely had an altimeter initiator so that if it was coming down, it would blow up at a set altitude to destroy anything sensitive before we could get our hands on it.

Nope.
I no longer have any confidence in the United States of America's ability to discern a real threat and to defend or respond to that threat in an intelligent manner.
So, nope. I vote that the USA take no action, other than to hold accountable those US Govt paid lackeys whose job it was to detect this threat before it got here.
We love to watch Tom Cruise movies about how great the US Navy pilots are BUT the reality of the situation is that an enemy can float a balloon over our innocent civilians and harm them and our "Tom Cruises" would have no idea what happened, and, if they did, they would probably try to hide the truth from us in order to save their own skins.
PS I am quite certain that no US Govt official will be held accountable for failing to defend the US Homeland against a foreign enemy's Armed Attack against us using balloons.
