I remember something very similar being released in the past few months, but the kicker was the guy wasn't really high up enough on the food chain to be making such definitive statements. Don't know if it was exactly this but it certainly sounds familiar.

At least there's a law on the books and a Special Master is probably going to be appointed soon to see that it is enforced.
