This is Brutalism, a very specific type of modernism that was popular with the Soviets. Kind of fitting.
There are some great examples of attractive modernist architecture like Fallingwater, really anything that Frank Lloyd Wright or Richard Neutra desinged. Other designs like the Sydney Opera House and Kennedy Center are also beautiful examples of that era. Then there's ugly Brutalist and International Style concrete and glass boxes. You almost feel depressed looking at it. I personally feel that it intentionally debases the American aesthetic, much like a lot of things Obama did to intentionally debase the country.
