It isn't, anyone can get nominated for it, just have to have five years in the biz, a few other criteria and then if approved, the actor or their group or someone has to pay for the star to be made.

People really should understand how the Walk of Fame works.
The stars are BOUGHT, literally. Yes, ostensibly there is a committee but in reality, these stars are purchased. "Someone" nominates a person to get a star, this can be anyone but is often a company with a movie to promote, say, Disney. The person nominated has to agree to attend the ceremony and there is a fee of at least $75,000 payable when selected.
So, what ends up happening is a company with a movie coming out, "nominates" a star of that movie and then pays the fee as part of the Advertising and Promotion of that movie, a write-off.
Watch how many people seem to get starts around the time they have a movie come out.
It really isn't always indicative of the "star power" of an inductee. Yes, SOMETIMES there are truly deserving people, but often, it's just more advertising.
