Guess you could say both are correct. He made a great play on the ball and WR; however, with the pussification of the rules is actually should have been a penalty. The defender cannot lead with their helmet, shoulder, or forearm and make initial contact with the WRs helmet.
If that play was reviewable, I am 99% certain they would have throw a flag there. Ironically, I think this type of play should have been reviewable way before considering PI as reviewable
