The third circuit is the direct appellate court over Deridder.
A writ is an application to that court for review, similar to an appeal, but an appeal deals with final orders and a writ is non-final/interlocutory orders.
It's probably a pretrial ruling one of the sides had an issue with, and the writ was filed while the jury was being selected. Then the court issues a stay of the trial pending their ruling on the request.
I'm speaking generally b/c there isn't much information in the story

She's guilty as could be, whether or not it plays out that way I have no idea but I'm pulling for the state. She is a stuck up bitch who thinks her shite doesn't stink and has spent every single penny she can get her hands on in the process, loser regardless.

Underage, she's risking more than her job and relationship.

I would not say that it is diabolical or even Evil. It is illegal. It is morally disordered and repugnant. It is probably an indication of some serious mental or personality disorder that requires long-term treatment.
It is also quite tragic for a couple of reasons: first, because the Town of DeRidder is now on the map because of her profoundly disordered and immoral sexual behavior; second, this woman had a wonderful opportunity to be a great mayor who might do great things. What a wonderful thing that would have been for a small Louisiana town.
Instead with have THIS instead. Instead of something wonderful, we have Disgrace.

When I was a teenager I had a friend whose mom was hot af. One weekend the parents went out of town and they left him home by himself. His stepdad was an alcoholic and used to keep cases of beer in the fridge so we'd go take a few and he'd never notice. Anyway he didn't have much food in the house so he called his grandmother to come pick him up so that he could stay with her while they were gone. I told him to leave the door unlocked so that I could go in while he was gone and get a couple beers.
