Small steel cage animal trap and a can of tuna.
Trap it and return it to the neighbor. Tell him the next time it climbs on your truck that you will not be returning it to them,

I use this on some cardboard and then put it on the hood till they are trained to STAY THE frick OFF MY CAR!!!!!!!

I have never seen an HOA bylay that did not have something in it about keeping pets indoors or leashed. But, they can do things like rebuke key fob access to public facilities like pools, stop trash pickup, etc.
About half who are assessed fines pay them and mitigate the issue so right there, there's a 50% chance the problem is solved without ANY intervention from the OP.

Which, I know is anecdotal, but that was at least 2 HOAs I am familiar with - and it was a big deal in one because we had a crazy cat lady

I mean to be fair, it was a pretty ludicrous suggestion. Playing with the cat and giving it catnip isn't exactly going to fix the issue, it's going to bring the cat around even more
