If you live in a neighborhood with that many rent houses, it's pretty standard stuff for living in an urban area.
There was one around the corner from me who used to walk outside and yell about the "GODDAMNED JEWS" and other random shite all the time. Imagine how liberating it must be to walk outside in Southwest Houston and yell about the Jews.
He bothered me less than the homeless people and thugs that started showing up at nearby strip centers and apartment complexes.

When you say Central Texas, do you mean Austin, Waco, Killeen, or Temple? My answer would be different based on the town.

It's not a rental house. This guy's family owns it & put him in it alone because he wore out his welcome at multiple area apartment complexes & they can't handle him. I feel sorry for him & am pissed at his family.

You’re probably screwed either way. One guy at my church had his family’s house broken into by a guy you’re describing family was wealthy and just wanted to get him a house to make it not an issue and try to make it go away.

Reach out to both your local police precinct and division of social services separately.
Let them know that you have a paranoid schizophrenic neighbor who hasn’t been taking his medication and is becoming a threat to himself. Give them examples like walking in the middle of the street even when there is traffic and crossing busy roads without regard for his own safety.
Make sure to tell them he’s drinking heavily. Let them know that you were in contact with his family previously which is how you know his condition and that he isn’t taking his medication. However, tell them that the family no longer responds when you reach out about his current welfare and dangerous to himself behavior.
Don’t bother mentioning the other neighbors or kids. They don’t care but they DO care about the unmediated person causing themselves harm.
Ask for their assistance in monitoring or arranging for his care. Ask if they can provide him with the monitoring and services he needs before he harms himself or others.
Begin recording - without being seen by him - his behavior and anything he does that poses a risk to himself or others. Begin documenting everything.

Several years ago hired a guy to do maintenance work on some rentals I owned. He could do plumbing, electrical, you name it. Came from a good family but was bi-polar and wouldn't stay on his meds. He had his pilots license for small aircraft but decided to go to a local airport and borrow a plane for a casual spin. Wound up buzzing a local campus and then laid the aircraft down for a perfect landing on a highway in front of the campus. Lost his license. Over the course of a couple of years while off his meds he would just start walking the streets for hours on end. Eventually he was completely off of his meds and he and his wife were on crack. He and his wife split somehow she has custody of their 2 children. They are both in family court for custody hearings. At lunch break he goes out and buys a gun and ammo comes back to court his wife is in the courtroom by herself , court is still on break. He emptys the gun in her. Then reloads and sits in the judges chair and blows his brains out.

A few points:
1) His family should have never put him in a house by himself. It's not good for him or anyone else. He should be in a group home of some kind.
2) If he refuses to take meds, there are injectables nowadays that will last weeks to a month or so. All you have to do is go in once a month. If he refuses to even do that, then that's on him and his family.
3) Does his family have any social workers who monitor him? I know lots of the mentally ill have social workers that check on them periodically and report back to a shrink how they're doing.
4) Not all schizophrenics are loud and obnoxious like this guy. A lot of them live quiet normal lives. Not all of them are out walking the hood yelling and causing a scene.
5) Schizophrenics are more likely to be victims of violent crime than commit it. If he has no record by the age of 50, I wouldn't worry too much about him being violent or anything like that.
6) Schizophrenia sucks. It onsets in early adulthood for most people. (Early 20's for most men). Your whole life ruined by something out of your control. It's basically like dementia for young people. I have a good friend who's brother was schizophrenic and he off'ed himself pretty early on after the diagnosis.
7) On the bright side, it looks like the old baw knows how to party. He fricks hookers in Jamaica and loves cocaine. Maybe he's what you need to spice up the neighborhood.

He's all smoke. He wouldn't be screaming juvenile things and threatening people if he was really going to hurt someone. a couple of you should go approach him. Don't get angry. Don't argue. Just start talking at him. When he threatens, mock him as a sissy. Tell him if he thinks he's strong enough do what he has to do. Remember the big mouth loser in Tombstone Earp slapped around? This guy is really giving off that vibe.
