So the idea is to not be crime adjacent? Crime in Belize with expats as victims is low, its simply a fact. It is not unlike any other part of the world - if you have the financial wherewithal to avoid high crime areas you will most likely not be a victim of crime.

Belize is about the same size as Vermont, and a portion of that would not be safe. You're bordered by Guatemala and a non-tourist area of rural Mexico. So if you want to paint yourself into that tiny corner of the world for the rest of your days, by all means. And if you want to choose an even smaller corner, a tiny island off the coast of said country, again...go for it.

How about Portugal for a destination. I heard it is like a combination of Costa Rica and Hawaii.

I have a friend who considered relocating to Belize or Costa Rica for economic and cultural reasons. He went there every year for an extended vacation and loved those trips. He commented that since I was an avid diver, I might be very happy there as well.
I lived for a time on an island which is US territory, so some concerns regarding being in a radically different environment are not all that daunting to me.
We chose to not go that route, but I do understand it.
I wish your uncle every success and happiness in whatever he decides to do.

Belize City is BAD. The rest of the country is not like that city. Some areas are laid back rural type real old FLA small beach communities. Think small FLA beaches in the 50s maybe. There are some tourist areas but they make their money on the few islands and inland river areas. Nice place but you better love it before moving there.

Why would you not be able to leave? You had to get there....which means you either transited the "dangerous" area or were somehow helicoptered or parachuted into the safe area. If its either of the latter you most likely have the resources to have yourself extricated.
I can't imagine not going somewhere I wanted to go out of fear. I would bet that getting to and from any airport anywhere on the planet in an automobile or a bus or any kind of surface transportation is statistically more hazardous than walking the streets
