Putting! It's not how you drive, it's how you arrive.
All the great fairway shots are shite if you three and four putt.

Driving and putting. Good drives will prevent penalty strokes which usually kill a high handicapper. Putting also makes up for a lot. What no one is mentioning is mental game. You have to know what shots not to try, risk vs reward type decisions.

Assuming OP is being truthful about all aspects being equal (and as long as driving and irons play is decent) then absolutely putting then chipping will help more than adding 10 yards to a drive.

Turning bogeys into pars from a good chip and putt is the best thing in golf.

chipping, putting, wedge game for sure.

then driving the ball. hitting fairways is the quickest way to lower your scores.

Yep. I know the old saying is "Drive for show, putt for dough," but if you're trying to break 100 or 90, then my suggestion would be do whatever you can to get the ball in the fairway off the tee. Focus on being consistent at that even if it means using a 3 wood. If you're constantly hitting drives OB or in the woods, it really doesn't matter how good you're putting/chipping is. What difference does it make if you're able to get up and down for a triple bogey? Getting in the fairway gets you into "scoring position." If you have a look at a GIR, the chances of you putting up a monster number go down dramatically. Once you accomplish that, you tend to have more confidence in your abilities and it will bleed over when you focus on the rest of your game.

Like 80% of all shots are 100 yards and in.. Develop putting and short game and you can cover a lot of flaws in your long game.

Master every wedge shot from 100 yds in and practice your putting.

This will hide a lot of other flaws in your game until you can fix them too
