Its about moving the ball forward. Not every play is going to be a touchdown. But you want to make sure you are still constantly pushing forward. The left completely understands this concept and how to always work the narrative to their favor.
Most likely, the majority of America doesn't even know who Mayorkas is. If the GOP were able to impeach him, it would shine alot of light on who is and why he is being impeached. Most people still think the border situation is some sort of issue of mismanagement and incompetence, they have no idea their government is acting intently to overthrow the native population out of political power forever.

This is the real reason they won't impeach Biden. Its not a guarantee the vote would pass. The Republicans would look even worse if they brought it up for a vote and it failed.
