On public property, sure. But women are also not government employees. We have a right to observe government depending on time, place, and manner.

Those are the type of arrests that would be handled by locals IF they were assisting, but they’re not, and even if there is a minor federal charge that fits that disorderly behavior , ICE can’t afford to get bogged down in the arrest, booking and subsequent court appearances for such low hanging charges. There simply aren’t enough agents to focus on their main mission and fill in the gap that local LEOs should be filling.

You are correct. However, what I saw in the video does not meet one of the very narrow exceptions.

The moment they point and say the word "you" they are fair game. It presents a substantial political problem for them though.

And the agent let the guy squawk away. But the screaming guy came really close to threatening the second ICE agent when he told him "I'll punch you in the face, M....f" which is not protected by the 1st Amendment.
