Production and trade. We once had Mexico. Now that Mexico is relatively advanced, they're now using South America for low-end, low-skilled manufacturing. Cuba could join CAFTA and drastically increase their standard of living within a decade.

Honestly, we should just take CUBA and move on.....Those poor people down there have nothing.....and prolly would love to be a part of the US....would be a great spot for extensive military bases.
