Rape and incest get thrown around together a lot AND I will say an incest rape is probably the most vile act imaginable. That being said, incest by definition (which Oz is clearly referring to) also covers two of age consenting adults. All Oz said was that if two consenting adults who were 2nd cousins had a baby then the baby would probably be just fine genetically speaking. He was NOT condoning anything but just giving his medical opinion on the potential offspring. He even added a tidbit about a natural phenomenon to try to inhibit parent child sexual relationships that offspring are genetically predisposed to not like pheromone “scent” of their parents.
Honest Question #1, if 2 of age consenting adults who are closely related decide to have a sexual relationship, do you believe they have committed a crime? I’m not asking if you think it’s creepy or inappropriate but do you think it should be subject to criminal penalties?
Honest question #2, if the two above happen to conceive a child, do you believe the child should be killed bc their parents were closely related? I’m not asking if the child’s chances of “issues” are higher than normal but simply asking if the child should be killed just because of who their parents were?
The hypocrisy by the Left is unbelievable. They are clearly trying to subvert traditional Christian morality however point out things like this when their current agenda is “anti-traditional” morality. If anything this is Oz being more “progressive” then normal Republicans.

Once you get past 3rd cousin you hardly share DNA if any at all. Most life wouldn't be around if it was catastrophic.

He was commenting based upon combining bad genetic traits (disease, medical conditions) and passing them on to a next generation as a result of a 2nd cousin and beyond relationship and potential offspring. When he says it's not a big problem, he's referring to transferring likely genetic traits of medical conditions to offspring. He's not referring to the relationship as to whether it's moral or not. I'll bet that there's plenty of information left out of that article so it could be framed as provocative.

That is why it is legal to marry a second cousin.
That is why sex with a second cousin is not incest.

It's legal but not socially acceptable for most ethnic groups.
