Okay, first I have to say that I am STRONGLY against any tax like this.
But making a massive stretch to be objective; the only way that might be excusable at all is if they are closing the loophole where unrealized gains on shares are used to collateralize loans. That's a popular mechanism that the ultra rich use to avoid paying any tax at all.
That is the one and only scenario where it may not be completely unjustifiable. But also frick that, it's way too slippery of a slope to even consider. 5 years later they'll be raiding everyones 401k and IRAs.

Have no doubt. If democrats get enough of a majority and the White House again, taxes on unrealized gains IS going to be attempted.
If you will remember, the last democrat nominee for president was for it.

Norway and the Netherlands are not the same.
Also, per the article, the same party has majority in the Dutch House and Senate so it is expected to pass.

So they force people to pull money out of the market (or alternatively use wages) to pay their taxes on unrealized capital gains at a tax rate that demands market growth exceeds a rate that doesn't result in a net loss for the taxpayer.

After reading the article, it looks like parliament was just throwing a half baked law out there because the prior law had been declared unconstitutional and needed a quick replacement.
I wouldn't be surprised if this one gets declared unconstitutional as well. The old law was basically declared unconstitutional for "assumed income" and this is very similar. The new law is just a semantic difference that the courts are just going to say "this is the same shite we nixed before".

If I recall correctly,the Clinton floated something along these lines back when he was President.
Taxing the gain on your house IF you were to sell it today. Not if you sold it, but simply what you could have sell it for if you were to sell it. Didn't get too far, obviously... but they've been at least thinking about this for quite some time.
Also, if there is a tax for unrealized gains, do you also get to take unrealized losses?
