This a type of Reagan conservatism. He passed an amnesty bill in 1986 that was focused on agriculture and around 3 million people applied. It was still a tough road for citizenship, because of the strict sanctions on employers.
Immigration Reform and Control Act passed the House 238-173. The 1st vote in the Senate was 69-30 after the House made changes it passed 63-24 and signed by Reagan on 11/6/86 2 days after the midterm elections.

And it was a fricking disaster. It flipped Cali blue. Dems promised all sorts of $$$ for enforcement and border security and never delivered.

Is it voting rights amnesty or non voting permanent residency? I am not keen on the former but can see benefits to the later.
As I've said, and while we debate the topic, Trump needs to be deporting fifteen or twenty thousand a day to clear the decks before his term is finished. He's not anywhere close to that.

What is your requirement for assimilating? Children of Mexican immigrants that are raised here absolutely assimilate. They speak English, make friends with other Americans, pay taxes and are generally family oriented Catholics. What more do you want? Maybe some of them root for Mexico in the World Cup, who gives a shite.

Democrats already had the majority of congressional seats. They had 1 Democrat senator and 1 Republican senator. Popular Republican Senator Pete Wilson left office in 1991 to become governor for 8 years. Wilson could have been president and beat Clinton in 1996 if he had not hurt his vocal cords. He had to have surgery and dropped out of the race.
After Wilson California elected a Democrat for governor in 1999, but he was recalled in favor of Republican Arnold Schwarzenegger. The next Democratic governor elected was in 2010
In 1985 the Republican’s had the majority in the Senate and Bob Dole wrote the Immigration Reform and Control Act bill Reagan wanted. The Democrat lead House made changes, but they made it harder for a path to citizenship through sanctions that were put on employers.
Mexican American Democrat congressman Edward Roybal was one of the biggest critics he fought for changes in the bill and still voted against it.
Majority of the Republican Senators voted for the bill. Strom Thurmond, Jesse Helms, and Gordon Humphrey voted against it mainly because of border concerns. Biden voted for it
Rush Limbaugh was also a big critic of the bill. One of the few things he did not agree with Reagan on.
