Practically these people have to live somewhere and if the government makes it near impossible to rebuild quickly many will take whatever financial settlement they can get from insurance for the structure, sell the land, and GTFO. Many will follow the well-worn path from Cali to Texas, Utah, Arizona, or Idaho.
