Unknown owner just means they couldn't aggregate the ownership data from FAA database. Likely because it was recently purchased.

O has some money but not charter a G650 for a 2 hour flight money. Those guys also typically use a service like NetJets or FlexJet which don't block tail numbers as they're basically Ubers for rich people.
