Rev share and NIL are completely different payment streams. Basically, Rev share is a fixed number that is set based on revenue. NIL can fluctuate wildly based on how much donors or other sponsors want to spend money.

They aren't really, just being smart.
Rev share is only the limited amount given directly to the athletes directly from the school. Also, it runs from year to year and resets in June/July so when LSU saw it coming, they used the NIL collective money they had built up and "banked" the rev share money for this year. So, structuring the money gave us an advantage over others who spent it right away. You can technically pay a player from 2 years of rev share cap/budget for 1 playing year if you structure it correctly. They have to be careful with this though since it can catchup to you in the future and bite us in the arse if not handled correctly.
Then they use donor other money for all of the other expenses and have a very strong NIL setup. The athletes don't care who the check comes from as long as it is cashable.

LSU has been laying the groundwork for years for this. Honestly I hate to give the a-hole any credit but BK did a lot of good work with this.

No one is following them because not every team/conference has fully agreed to the CSC (College Sports Commission) oversight. As a result there are no rules or limits.
Programs are taking every advantage in the lack of leadership and accountability. The NCAA's pathetic leadership, with the complacent and self serving conference and presidents has forfeited any sense of control, compliance or accountability.
NIL is not name, image and likeness. It is pay for play. There is no capping that in a free market. Programs can spend themselves into oblivion with the help of deep pocket donors.

I think you’re confusing NIL and Rev-share. 2 completely different things. Rev share is a specific amount of money the school receives through tv contracts, sponsorships, etc. There are dedicated dollar amounts specifically allocated for each sport. We can’t really overspend bc it’s accounted for and appropriated.

THIS^^^^ - It seems some here are under the impression that the revenue share portion is all there is. That's not even close to the truth.
Every coach HAS to promote and fundraise - that's the era we are in. It was perhaps the biggest reason why CMM was unable to have any success. He was not willing or able to.
