Any list without Connery #1 I will just assume is trolling.
My personal list is as follows:
1. Connery
2. Brosnan
3. Dalton
4. Craig
5. Moore
6. Lazenby
Craig is tough because Casino Royale and Skyfall are up there, but who boy the others are awful. Moore will be controversial, but he was literally just the Saint, movie edition in most of his movies.

Roger Moore was a great Bond who got stuck with a lot of really campy movies unfortunately. Even still I really enjoy most of them.

I do agree with Gene Siskel who wrote:

As an older Gen Xer, Moore was Bond during my formative years, and not having anyone to compare him to, I liked him, right up until I saw Timothy Dalton nail Fleming's Bond in two movies. Brosnan and Craig were good. Lazenby was OK in his one attempt.
Roger Moore is no better than 5th. Ranking him high is mainly due to his quantity of work, not his quality.
Connery - the original and the best. Took it seriously.
Dalton - Read the books and he's Ian Fleming's Bond
Brosnan - Looked the part and did fine.
Craig - Close to Fleming's Bond but maybe too ruthless and dark. or maybe not.
Lazenby/Moore - Moore was not believable if you read the books. Not even close.

We probably won’t ever get a good bond film again which is a shame. Really haven’t gotten a good one in 13 years now.
It’s crazy how much the franchise fell off. And the campy ones from the 20th century at least still felt like bond. Executives now are too power hungry to push their message and try and capitulate to politics. Sucks the absolute fun out of going to the movies when you’re being lectured to. Even if I agree with some of it.

I base my view on the films they starred in:
1. Sean Connery-the first and best. His style laid the foundation for the role.
2. Roger Moore-I loved these movies as a kid so i am biased.
3. Timothy Dalton-the start of the serious Bond but Living Daylights is awesome.
4. George Lazenby-his one film is great.
5. Pierce Brosnan-felt like he could have been great if the tv show let him out of the contract. the beginning of the End.
6. Daniel Craig-The End.
