Well, it certainly can’t be Eddie Van Halen. I mean, did he revolutionize the way the electric guitar was played? Did he influence a generation of guitar builders/luthiers? Did he inspire multiple generations of kids to even pick up a guitar? Is his name synonymous with unique guitar solos? And not to mention, he was, by all accounts, kind of an a-hole.

There is no "greatest" guitar player.
There is very little difference between the top 100 or even more best players ever. After that, it comes down to songwriting, creativity, style, tone, etc.

There are so many more technically better guitar players, some of which I love and others which bore the hell out of me...
But one of my absolute favorites is Neil Young... I love everything about his ragged style... the brilliant one note solos.. and combined with his songwriting.. its top drawer...
