It seems to be a country thing. Country folk seem to attach a morality to time. If you wake up later than 4 in the morning, you're a lazy slob. They get in at 6-7 and leave between 3-4 And think they get more time out of the day. They also all seem to think it helps with traffic, except that everyone is on that same schedule, and as the OP mentioned, traffic is largely cleared out by 5:15.

I worked in a Baton Rouge office for 32 years going in at either 8 or 8:30, and leaving at 5. I was usually the last one in and the last one to leave. When I worked a few years in New Orleans in an office, just about everyone was 8-5.

I can't stand when I'm trying to do business with the government and everyone's gone by 3:30.

A friend from high school loved the flex schedule for Shell in Houston. He could go in early before traffic congestion and be home before 4. This was in the early 1980s with an hour commute time in other than rush hour

Half of Houston is blue collar, so rush hour starts at 0515. The white collar crowd keeps rush hour going until 0930. The blue collar crew leaving at 1400-1500 kicks off the afternoon rush hour, and the white collar crowd keeps it going until 1830.

We all have work cell phones now, those serve as tokens of commitment. No need to stay late just to be seen as the last one out the door.

That’s not really better, but I’m not sticking around doing nothing between 4:17 and 5:00 if I’m going to get a text message at 7:15PM anyway.

My hours depend on my commute. I'll work longer if I'm closer to home (5-5:30) but shorter if the commute is longer (4-4:30)

I’m at it by 7 or 7:30 most days and rarely take a lunch. If they’re not OK with me slamming the laptop shut at 3:30 or 4 when I’m legitimately done, they can find somebody else who wants to be there early every day, work thru lunch, and dick around for no reason until 5. I wish them luck with that endeavor.
