Are they allowed to? Yes.

Is it normal? No

Usually local PD would handle that, but even then they're probably only sending a traffic patrol to a residential neighborhood if they've been getting calls from residents complaining about speeders in the 'hood and requesting a patrol be sent out.

If I had to guess, a resident in the neighborhood is related to or close friends with someone at LSP and used that connection to get a trooper sent to patrol.

Ah I might have missed the intent of his question. That answer is definitely “it depends” but typically highways and interstates.

State police’s primary jurisdiction is the interstate, but they can enforce the law anywhere in Louisiana.

LA state police has had some bad publicity lately, but I always thought of them as the ones you wanted to interact with the least. They were also supposed to be the sharpest and most squared away.

They only write wrecks on state highways outside of municipality limits (unless requested by the municipality inside the limits). They are commissioned to perform traffic stops on any public street.

Edit: Did you try to bully a state trooper and tell him he couldn't write you a ticket on a surface street?

they do require the most Education..When I was testing for them, it was College Education and/or equivalent time in the Miliary..

I think the Military only ones tend to have the bad image

There are a lot of politics at play, too. If you don’t know someone who’s already in, it’s really hard to get in. I applied once, and there were guys on their 3rd attempt with previous LEO experience and military experience.

They tend to be overly heavy handed. Not always, but I think a lot of them have a habit of sinking back into their military training or experience when dealing with the public. The guys I knew who had military experience tried to specialize into fields where they didn’t have to do traffic stops and deal with the general public. They got into narcotics, gang units, etc.

You are likely seeing special projects. We have state troopers in our town all the time, usually writing tickets for seat belt violations (a federally funded program).

Our Mayo sent a letter requesting that the State Police stop patrolling our town. A couple of days after the letter was received, I counted six state troopers in various locations in our town (or 5000 or so).

It was pretty humorous.

Always found Staties to be the best of the bunch in my interactions. I'd welcome more around my neighborhood if I lived in a place like Baton Rouge or New Orleans.
