Flood zone is not homeowners insurance...it doesn't factor in at all.

Ours went up from about $2400 to about $3600 and live at 370 feet above sea level in an area that hasn't had a significant hail or ice storm in about 20 years and we have not had a claim ever in 37 years of home ownership. Insurance rates are higher because the exposure is greater for carriers, not individual home-owners. Wildfires and tropical storms drive up everyone's rates.
Its not a bad idea to shop around though. We saved about $800 on homeowners and about $3000 on auto insurance (annually) by swapping companies. It is a pain in the arse but the $3800 difference is worth it.

Not the same houses. Have replaced a roof twice on 2 different houses in that time. Did it myself. I know they are incredibly expensive if a contractor does it. Our current home has a roof that is 7 years old and has some hail damage. I am going to have to replace it if we keep it more than 5 years or so. Several people in our current neighborhood have filed a claim on their roofs due to hail damage. Unless I notice a leak I will probably not do anything about it. I check the roof once a month or so when I change AC filters. No sign of any leaks. Those people in the neighborhood were "entitled" to a new roof, they did not actually need one, but their insurance company was willing so why not? Thats why homeowners is so expensive....the "why not" is because over a life time that new roof is going to cost waaaaaaayyyyyy more than it should in increased premiums for everyone. If its a catastrophic failing of the roof thats one thing, if you have 4 shingles missing it'll be a LOOOOONNNNNNGGGGGG time before its a problem. Some of those houses, 7 years old, have had 2 roofs replaced. And the people wonder why their insurance premiums are so high.

Meant to include....one of those roofs were the result of a roofing contractor coming by our house and telling us there were others in the area with hail damage and he'd look at ours if we wanted. I told him Id go up on it with him and I don't think he intended to go up on it. We had to use my ladder, he did not have one with him. Reputable company, by the way....I suspect they do a couple of thousand roofs a year in our area. We went up on the roof....2600 square foot ranch house, 6/12 pitch, hip roof, not terribly cut up, 2 valley's and a cricket at the chimney. This was in 1996 or so. Had 7 or 8 shingles partially torn off. No leaks. Roof was about 10 years old at the time. He told me it had to be replaced. Told me our insurance would cover it. Assured me they would. I told him if he could do it for whatever the insurance would pay less the $2000 deductible he was welcome to do it. He was all about that. Set the wheels in motion. Insurance approved a little over $20K. I told them I would think about it.
We decided we would rent that house out about a year after this. My wife and I re-roofed it for a little less than $2K. Took us 2 -3 day weekends. One to take the old shingles off, put down felt and clean up the mess and another to put the new shingles on. Our deductible was about what the materials cost us but I was not about to have someone charge 10X what it actually cost to do it. Had it been $6-$8K I would have done it. 10X is outrageous. Its more than that now. It ought to be illegal, its costing everyone in the US a pile of money every time it happens because insurance companies make it up.
On top of this that house had NO sign of any leaks. The sheathing on the roof was in pristine condition except for the cricket around the chimney which is ALWAYS going to leak eventually in my experience. The only reason we re-roofed it was because we were putting a tenant in it and were going to be out of the country for at least 3 years. Turned out to be nearly 8. We'd have been forced to pay a contractor's exhorbitant costs had we not done it or let our insurance company pay it and overcharge everyone in the country.
I fully realize that most homeowners would not know how to put a roof on a house. It is a pain in the arse for certain, but if I can do it I will....and more people ought to.

Insurance rates are finally being regionalized, which should have been done years ago.
I've replaced 3 roofs on different houses on my own dime and never filed a homeowner's claim in my life. I don't need to subsidize USAA's risk in the Gulf. You do.
My rates are falling...to the level they should have been at to begin with.
