I can’t speak to that area other than to say it is pretty bad there.
I did note what is going on in the state of Victoria by the Fuhrer (Dan Andrews). That legislation is being used as the model by many other states. As such, what you say is a misrepresentation May very well be quite plausible (and quite likely).
ETA:
The Minister for Victoria (Melbourne) has been given unlimited powers as a result of Covid.
