I could be wrong, but I'm betting it's cargo.
While I wasnt IN the military, I did work for them for a couple years, I flew in passenger configured C-17's about a dozen times over in AFG.

You mean in a war zone? That's a much different situation. Hopefully, these guys won't be catching ground fire here in Florida.

I doubt it. It's a cargo plane, not a passenger plane

It's not about capability it's about cost and the way the government does things.
If it was cost effective they would use them to transport military people around the country, but they generally don't. If you get shipped off, they'll usually put you on a charter passenger plane. I've flown commercial in uniform a few times as well - however, that was only when flying with high brass and having to stay later(it sucked, rather be home on charter), most of the unit rode charter.
Maybe they have converted one for this purpose, I don't know. But if I had to put money on it - cargo. If you are going to do private flights due to a lower amount of people, then you'd pick a different plane though IMO. And if you are flying higher amounts in, then charter makes sense.
But I mean if it makes you feel better, then I guess you can hold on to the fact it's possible.

What was that airport used for before it shut down?
It was the International Jetport, originally intended to accept international flights. Later used by Eastern Airlines as training facility.
Last time I was there it was being used as a staging area for post-storm response teams …. like utility crews, fuel staging, water tankers, and other emergency crews. We setup a food tent and served 500+ meals day for response personnel.
Now it’s Gator Gitmo

They don't need to be shackled. Hitting the water from that height is sure to kill them. If any miraculously survive, they should feel free to swim the rest of the way home.

Is this facility fully built out already? Feels like FL was just proposing it a month ago, and the feds just approved it. I know it had some infrastructure on it, but to get it fully ready already is crazy good effort.

The military uses charter planes because of the CRAF contracts. Part of those contracts are that the military will give a certain amount of business to those airlines each year.
