I think it is more accurate to say she sees herself as a master of conflation and confusion. But she is actually very bad at it, as we all can see right through it.
I agree with the second section - she makes herself look very stupid.

He was too easy on her, but tried to speak the truth. At least he was attempting civility, which she didn't deserve, and I think most can tell he really wanted to tell her something else but time and place kept him in check (no pun intended).

this is the correct assessment - but her intelligence is feral - always looking for a way to survive (politically) for another day. She just has no sense of character, allegiance, sympathy, gratitude, or truth.
Her political survival instincts do not care about what is best for the nation, or even her party - she sees them as just 'useful idiots' in her quest for personal power and/or profit.
