The car is not completely blocking the road. For a car of this size, That is not possible.
The car is completely blocking the single lane of traffic in which the ice agents cars are traveling.
It is accomplishing that by being parked perpendicular to the flow of traffic.
Why do you think she was parked perpendicular to the flow of traffic?

I dont think she meant to "run him over" but I think that she was happy that she clipped him and that she'd solidly won the interaction.

So ICE is supposed to wait until this lady decides they can get through and go around once she lets them? I think you're still missing the obvious fact that this woman shouldn't have been blocking a road and trying to direct ICE agents at all. Playing traffic director for ICE vehicles sounds like a pretty retarded idea.
