I thought that too until I saw the footage taken by the shooter and posted by OP. She looks right at him before she drives.
I think she intended to hit him but assumed it wouldn’t be life threatening.
I disagree that she assumed he’d jump out of the way as it has been suggested here several times. People do not operate a vehicle making those assumptions so I don’t see that being something she would calculate in the brief instance.

So contact someone with the authority to enforce traffic laws and get them to write her a ticket. The question is does her conduct rise to the level of a violation of 18 USC 111?

Who knows exactly what happened before the footage we’ve seen, but here’s my guess on it all:

1. The two women were there to disrupt and harass ICE while doing their job.
2. Woman in the flannel got out of the vehicle beforehand to record what was unfolding.
3. ICE agents had enough of their behavior and decided it was time for the driver of the vehicle to be reprimanded.
4. Woman in the flannel agitated the situation as far as she could before realizing she should get back in the vehicle and they could drive off, but the door was locked.
5. Driver may have come to the realization there were about to be consequences for her actions, panics, and it escalates to a fight or flight situation in her mind.
6. Driver reverses, after being instructed to get out of the vehicle, but disregards the command, puts it in drive knowing there’s an ICE agent directly in front of the vehicle, and chose to accelerate.
7. Driver heavily steps on the accelerator and strikes the ICE agent, putting him in reasonable fear for his life and safety.
8. ICE agent withdrew his firearm and fires three rounds at the driver.
9. Driver is struck in the face, dies, and the vehicle crashes out into parked vehicle.

No reason to assume she could think rationally. Being a liberal woman, there's an about 98% chance she was on meds that come with warnings to not operate a vehicle while taking them.

I agree. There should and will be judicial process. Is someone suggesting there shouldn't be? Obviously, I" good" means that it complies with protocol which is to respond to potential deadly force with deadly force. But there is nothing good about any of this. Unless you are a Leftist and your goal is to destabilize the country.

just put it in drive, hands on the wheel, looking right at him

watch from 0:38 to 0:41 on a computer or other large screen where you can click the scroll button and drag it slowly.

she looks at him and smiles, shifts, puts a cig or a vape in her mouth, grabs the wheel, and goes.

how can you possibly see anything different?

I think the video shows she was at least looking right at the guy before she hit the gas. Nevertheless, She clearly knew there were people in very close proximity and she floored it. If she just drove away casually she probably would not have been shot and if she was then the LEO would be in a much more precarious situation.
