They were cleared to move and an all clear was given when the shooter was neutralized. Maybe take off your bot, NCP glasses and see the reality of the situation.

As a security expert why wasn’t that area and building covered? Why does it look the snipers were tracking something and yet allowed the speech to go on?
What is the protocol for a suspected sniper in the area? Keep the target in the area and only shoot back when he is shot at?
