I would guess gerrymandering, moving around to get reelected or a combination of both.

He deserves really really bad things to happen to him for intentionally lying about “!the bloodbath” quote, 10 days after a Dem tried to kill Trump. I think Wray may have inadvertently said something that killed this "He was just looking at all political figures." He said that some of the photos of famous people was just him reading news articles and not really him "saving pictures" of people. The photos were simply in his browser cache.
