Monroe Doctrine was non-intervention by the Euros or the US.

China, Russia, and Iran had established bases of operations in Venezuela. So this absolutely is an example of the Monroe Doctrine. The regime was allowing foreign powers to use a base of operations in the Western Hemisphere to target the USA.
