"Protection Package Fee" on Used Vehicle Purchase

Anyone hear of this?
Got paperwork from dealership in TX on a 2025 used vehicle we're looking to buy and it has "Protection Package New" fee of $1,895.00.
Called to ask for explanation and salesman says "it's part of the inspection process & costs of any money we had to put to the vehicle to get it to our satisfactory level to sell, be it a new windshield or tire or balance or whatever. Older used vehicles that have mechanical damage go up $4k-$5k, but newer vehicles that don't need anything like we're obviously not going to charge that much so we use the flat rate of $1,895.00, and this has been something we've done since Covid timeframe and all of the dealerships do it". I have not bought a vehicle since prior to Covid so this is first I hear of it.
I told him I want to see the service sheet for whatever was done to this vehicle prior to them listing it. But really I just want it for my knowledge, even though the carfax is clean, and regardless of what is or isn't on it I'm struggling to understand why this would be added to the listed sales price instead of just included????

I'd be willing to bet that, with the exception of a wash and an interior cleaning, nothing else was done before slapping a sticker on it and putting it on the lot

Tell him the existence of the specific fee separated on there implies there are vehicles that don't have it added.

It's a bullshite con targetting stupid people. With that said, in my opinion, people focus too much on "fees". Every time I buy a car, the fees are always part of the negotiation, in that I say that I'm willing to pay $X for the car, all in. They are welcome to put however much they want into whichever basket makes them the most money or looks best for their incentives, but every dollar they do that with comes off of the price of the car itself. I walk from anyone who refuses to negotiate that way.

Tell him you understand completely. That’s why you have a “Service Needs Fee” of $1,895 that you charge to every dealership when you buy a new car. You put it in place during Covid.

It wasn’t disclosed up front Federal rules (FTC’s Combating Auto Retail Scams rule) now require dealers to disclose the full vehicle price except for government fees — and optional add-ons must be clearly identified as optional. ? If a dealer adds something without your consent or hides it until signing, that’s a red flag for deceptive practices.

Feels like it's dealer mark-up or junk fee.
Initial paperwork (not sure what its called, didn't have a title) he sent my wife had Sale Price the same as listed on website, +Protection Package New $1,895, + taxes,+fees, -down payment. When I saw it listed there I thought maybe my wife had spoke to them about extended warranty and that's what they had called it so I was already going to inquire as to exactly what it was.
Then he sent Buyer's Order and the Price of Unit was increased by $1,895 and they removed the line item of Protection Package. Seeing it that way really threw up a red flag because essentially they raised the vehicle price and that's when I called.
Y'all confirmed my thoughts, so thanks. I'm not paying that $1,895

I absolutely despise it when consumers feel they have a right to a vehicle’s car fax sheet. That info was never meant to be public knowledge. We should at least be able to redact or alter it before turning it over. It affects sales too much. For example if a vehicle has 750,000 miles on it. We can erase one zero to make it 75,000 miles which greatly improves its sales value.

Man, frick that. I want one number that I have to write the check for. I have no interest in whst goes into that number….and I will take it or leave it. There will be no adding or subtracting from that price once we agree on a number.

my daughter and I bought new vehicles on the same day at the same dealership a couple of years ago, she drove hers home and I left mine over night for window tinting and bed liner installation, when I came back the next morning both of our old vehic;es had been cleaned up and put out on the used lot, I couldn't believe how high they'd marked those vehicles up, and there's no way in hell they had been inspected or had any work done on them
