I'm not sure if this is a good troll attempt or not but I'll give my opinion on the fence...
If you already have a privacy fence up (neighbor's wife had to peek over the fence) why would the neighbor want to put up a fence at all? You already did that for him.
And if he wanted to fence his backyard and "tie" into your fence why doesn't he just start his fence 8" from your fence and use the section between the 2 yards to save himself some money.
If I was your neighbor I would mow up to the 8" mark and be glad I never have to weedeat that section because it belongs to you!
And it sounds like you wouldn't be the only one nailing his wife if you decide to

Or if you are in LA - your neighbor could build the fence on the property line, then request for you to pay for your half of the fence. He could even take you to court to pay for half of the fence.
