Shitty HOA are the ones who HOUND the ever living frick out of you, but when their family or friends break the rules its swept under the rug.
For exampe, my dad parks his car on the streets, but it is moved daily. The rule states that you cannot park it in the same spot for >24hrs, nothing about parking on the streets. A few of the neighbors next door and on the end of the cul-da-sac also do this. HOA came knocking at our doors and got into a back and forth with us over it.
On the other hand, his sons and friends ride ATVs and golf carts around the neighborhood daily, sometimes not abiding to stop signs which results in people almost hitting them. In the rulebook, 4 wheelers and offroad vehicles are banned, been that way for over a decade. It gets brought up in every meeting by many neighbors and ignored each time, so the small group of us that live in the cul-da-sac have just been ignoring their bullshite for the past few years when they complain about petty shite.
Some HOA are great, some are a PITA. Unfortunately, our current president is a PITA

Question for you... would you want to buy a house when the neighbor uses his garage as a small engine lawnmower repair shop? Or how about the house across the street what has bright arse blue shutters and doors with burgundy painted brick? Or the house who's flowerbeds are so over grown you cant see the windows in the front. A car in the side yard under a tarp with the engine on the ground next to it. These are a few examples that an HOA would control. Without one, you have a much greater chance of property declining.
ETA: All examples I gave are all things I personally experienced while living in a subdivision without an HOA.

We are currently dealing with a lack of volunteers to help lead the HOA. No one wants to fight with neighbors over dues collections or violations.
Our board is supposed to consist of 7 officers. We currently have 2 1/2. We recently hired an HOA management company because it is simply too much to put on too few volunteers.
My house is currently on the market and I have no clue what the HOA will do to find a president for next year (terms start in March)

How else can you force a deadbeat neighbor to pay his fair share?
I had to chase down owners who have not paid their dues in 4 years! Shitty HOA dues enforcement by previous boards meant only 50% of the homeowners were covering 100% of the cost to maintain common areas

HOA contracts heavily favor the HOA. You better do a cost-benefit analysis before you take one on or try to skirt the rules. HOA boards are usually made up of bored homeowners, whom you may not like or may not like you. They have the power to levy fines and put liens on your property for dumb stuff. Additionally, some if not most HOA contracts have clauses which allow them to come after you for costs and attorney fees if they have to take legal action against you to enforce the covenants and restrictions. Too often people try to take their HOA's on in the court of public opinion, but lose big when the contract ends up controlling the issue.

I guess really nothing. But I've heard of instances of this happening and there was blatant abuse.
Such as a developer being "friends" with the HOA president that helps facilitate getting the properly into forclosure.
The developer is able to buy the property at pennies on the dollar and can resell it.

I'll trade with you. I have a bully shyster lawyer running ours that wants the neighbors to pay for his contractors fricking up the streets while his midget arse is catching footballs on TV because "he'd like to help".

HOA I currently serve on successfully lobbied the city council to have the dangerously high speed limit of 25mph reduced down to a sensible, safe, and manageable speed of 20mph.

I live in a neighborhood with an absolute shitshow of an HOA. One person that is worth a shite, a couple power tripping losers, and one person with a foot in the grave that lives in the 60’s.

Same here. Our board doesn't hold elections even though half of them quit. We all get violation notices for other people's houses. Our management company based in BR is atrocious for what we're paying them. A couple of the board members seem like they're trying to do the right thing, but honestly the whole thing needs to be trashed and started over.

Its still not on record.
And there are no statute of limitations.
You get a change of the board with someone who doesn't like you, boom, there is your nasty gram.
And saying its been there for years doesn't mean shite if you don't have an approval
