Imo the video clearly shows the driver saw the ICE agent. Imo it also shows that she wasn’t scared or panicking. I believe I heard the wife tell her to drive away. I am guessing the driver just expected the ICE agent to jump out of the way and let her go.

I am sorry the woman was killed, but this didn't look she was "fleeing from ICE agents". It looked like she was taunting the ICE agents and was intent on avoiding any effort to stop her from obstructing their lawful duties. In the process, she displayed callous disregard for the safety of the agents, and presumably anyone else who got in her way.
