My anecdotal take is that at least in LA, there here are no good road contractors. There are a few big ones that charge huge fees and take as long as they want, which has led to the lower bidders having huge variations in quality.
Just like with forensic analysis of plane crashes, there are more than just one or two reasons why modern-day highway RE-construction (which is most of what are discussing here) takes as long as it does and costs as much as it does.
If I had to choose a single primary reason from the list, it would be due to the inflexible current system of triage of allocation of resources (including life-cycle), designing the project, and inspection of the project in construction. Design-Build addresses most of those issues but historically the LADOTD has been extremely hesitant to embrace the concept.
Working on an Interstate Highway at night* with live traffic on it is like trying to change a tire on a moving vehicle.
But it’s easier to say that the Boh Brothers of the State are fat, dumb, lazy and greedy.
*Often mandated by the construction documents to inconvenience the least number of traveling public, not discretionary by the contractor

I think Texas's situation is that as long as the tax revenue and federal dollars continue to come in. Their philosophy is to continue building. Once a third lane is completed, lets add a fourth after the construction on the third is done.
Texas has been helped by the fact that much of its urban controlled access construction, bypasses, or loops have been financed using tolls. Another advantage is the large Texas Representative delegation that helps Texas get its fair share of federal road tax funding.
I wish Louisiana would start fast tracking projects like I-49 South through either a tollway or an increase in gas taxes. I would be a proponent of regional gas taxes. If a region wants to levy a 10 or 20 cent gas tax, let them tie the parishes together and build a regionial tax base to get these mega projects off the ground and into a construction phase. A few million here or there will do nothing to get these projects finished.
All it does is fund engineering firms who design projects and by the time they are finally eligible for full funding have to be re-engineered and redesigned and refunded.

If they worked every single day of the year, no holidays of weekends off that's about 131 feet fully completed per day. Honestly that doesn't sound unreasonable considering it's a fricking bridge.

Lazy? Maybe. Incorrect? You didn’t explain how so.
Louisiana roads are not good, the output of new, or reconstruction, is underwhelming. At least some of that deserves to be put on the contractors, and it sounds like we are in agreement that the contracting market is highly concentrated with profitable companies.
In job inspection or resident inspection is a complete joke and gravy train for whoever has the contract.

I remember a couple of decades ago work being done on I-10 in Houston and it being done 24 hours a day, each and every day. The lights they set up were impressive and they were moved as the work progressed.
I'd expect there were bonuses for early completion.

They have been continuously working on I10 between LC and Houston since they started building the construction on I10 began in 1950's

They built two new spans for the I-10 bridge from NOLA east to Slidell - 3 lanes plus shoulders each for 5 miles… in less than 5 years
The new Belle Chasse toll bridge was built in just a couple of years.
The reason why construction takes so long is crappy construction firms and a government who won’t hold them accountable
Everyone talks about orange to Beaumont in Texas… but that’s actually many different projects. They do a project from one end to the other, then by the time it ends, it’s tine for another expansion project. It’s not just one project. .

In the rare instance where the states chooses design-build… they choose god-awful contractors and later say design -build doesn’t work. Despite the fact it works everywhere else…
