Legal went out the window as soon as she was told to step out of the car, and she attempted to flee. Even if she had not hit the other officer with her car, she had already committed a crime.

She was a rioter blocking traffic, refusing orders to get out of her car from federal agents, and then a dangerous felon when she accelerated her car with an officer in front of her.
